How Petrol and Diesel Prices Are Built in Pakistan
The price you pay at the pump is not just the cost of fuel. It adds up the import or refinery price, freight, oil marketing company and dealer margins, and government charges. The two government charges that matter most are the petroleum levy and the climate support levy.

What Is the Petroleum Levy?
The petroleum levy is a per-litre charge collected by the federal government on petroleum products. Unlike a percentage tax, it is a fixed rupee amount for every litre, so it does not fall when world oil prices fall. The government can raise or lower it, and it has done so several times this year.
What Is the Climate Support Levy?
The climate support levy was introduced in the FY2025-26 budget at Rs. 2.50 per litre on petrol, diesel and furnace oil. Reports indicate it was raised to Rs. 5 per litre in July 2026, with an offsetting cut in the petroleum levy so that the combined charge stayed the same at that time.
