What Is OGRA and What Does It Regulate?
OGRA is Pakistan’s Oil and Gas Regulatory Authority. It sets or notifies the prices you pay for petrol, diesel, LPG and natural gas. Hidden inside those prices are government charges such as the petroleum levy, the climate support levy and GST. The tax rates are decided by the federal government, while OGRA publishes the price structure.

Petrol and Diesel: Petroleum Levy and Climate Support Levy
About one fifth of the petrol and diesel pump price is government charge. The petroleum levy is the larger part, and the climate support levy, introduced in FY2025-26, adds a smaller fixed amount per litre. Use the petrol and diesel tax calculator to see what it means for your monthly fuel bill.
LPG: GST and Petroleum Levy
LPG carries 18% GST on the producer price and on distribution margins, plus a small petroleum levy. OGRA announces a maximum price, usually every month. The LPG tax calculator shows the GST and levy inside an 11.8 kg domestic cylinder.
Natural Gas Bills
Household gas bills are based on a slab tariff, where higher usage moves you into more expensive slabs, plus fixed monthly charges and taxes shown on your bill. OGRA determines the prescribed gas price, but the government decides the consumer tariff. For FY2026-27 the government kept consumer tariffs unchanged. Because the exact slab rates and tax lines depend on your utility and category, check your SNGPL or SSGC bill for the current figures.

What does OGRA do in Pakistan?
The Oil and Gas Regulatory Authority (OGRA) regulates the downstream oil and gas sectors. It calculates and notifies prices for petroleum products and LPG and determines the prescribed price of natural gas. The taxes and levies inside those prices are set by the federal government.
Who sets the petroleum levy?
The federal government sets the petroleum levy, not OGRA. It is a fixed rupee amount per litre or per tonne, so it does not fall when international oil prices fall.
Is sales tax charged on petrol and diesel?
The published price breakdown for 3 October 2026 shows Rs. 0 sales tax on petrol and high speed diesel, with revenue collected through the petroleum levy and climate support levy instead. Confirm the current position with FBR or OGRA.
Is GST charged on LPG?
Yes. The OGRA price structure for 1 October 2026 includes 18% GST, which is about Rs. 42.61 of every kg.
Did gas prices change for FY2026-27?
The government kept consumer gas tariffs unchanged for FY2026-27, in its 30 June 2026 response to OGRA’s 23 June determination, even though OGRA reduced the average prescribed gas price.
