Passport vs CNIC Registration: Why the Route You Pick Changes the Bill
Every phone brought into Pakistan from abroad has to be registered with PTA’s DIRBS system before it works on a local SIM long-term, and that registration is where FBR collects duty and taxes on the device. What most people don’t realize until they’re standing at the counter is that registering against your passport is cheaper than registering against your CNIC, because CNIC registration adds an Income Tax component under Section 148 that passport registration is exempt from. Regulatory Duty, Sales Tax, and the Mobile Handset Levy apply either way — only the income tax line changes.
The Four Charges That Make Up Your Total
- Regulatory Duty (RD): A flat rupee amount that increases with your phone’s declared USD value bracket.
- Sales Tax: 18% of the phone’s PKR value for most brackets, rising to 25% for higher-value phones.
- Income Tax (Section 148): Charged only on CNIC registrations — passport registrations are exempt from this line entirely.
- Mobile Handset Levy: An additional flat fee layered on top, which increases with device value.
Worked Example: iPhone Valued at $700
At a $700 declared value (using an exchange rate of Rs. 281/USD), the phone falls in the top bracket: Regulatory Duty Rs. 17,600, Sales Tax at 25%, Income Tax Rs. 11,500 (CNIC only), and Handset Levy Rs. 16,000.
- PKR value: $700 × 281 = Rs. 196,700
- Sales tax: Rs. 196,700 × 25% = Rs. 49,175
- Passport route total: Rs. 17,600 + Rs. 49,175 + Rs. 0 + Rs. 16,000 = Rs. 82,775
- CNIC route total: Rs. 17,600 + Rs. 49,175 + Rs. 11,500 + Rs. 16,000 = Rs. 94,275
That’s a Rs. 11,500 difference for the exact same phone, purely based on which document you register against — the gap that Section 148 income tax creates on the CNIC route.
Who Can Actually Use the Passport Route?
Passport registration is generally available to overseas Pakistanis and foreign nationals bringing a device into the country, typically within a set window after arrival (commonly 60 days, though this can change with PTA notifications). If you’re a resident registering a phone someone brought you as a gift or that you purchased locally through informal channels, you’ll usually be routed through CNIC registration instead. Always confirm the current window and eligibility on PTA’s own DIRBS portal before travelling, since these rules are adjusted periodically.
Common Mistakes With Mobile Registration Tax
- Declaring the wrong currency value. Brackets are set in USD; using the wrong exchange rate for the PKR conversion changes your sales tax and levy significantly.
- Missing the passport registration window. Travellers who wait too long after arrival lose eligibility for passport-based registration and get pushed onto the costlier CNIC route by default.
- Assuming Regulatory Duty is the only charge. RD is usually the smallest of the four line items on expensive phones — sales tax and the handset levy typically cost far more.
- Not realizing IMEI blocking is permanent until registered. An unregistered phone eventually loses network service entirely on Pakistani SIMs, not just data or calls in some cases — registering early avoids being cut off mid-use.
PTA Tax Rates by Phone Value — FY 2026-27
| Price Bracket | Regulatory Duty | Sales Tax | Income Tax (CNIC) | Handset Levy |
|---|---|---|---|---|
| Up to $30 | Rs. 240 | 18% | Rs. 100 | Rs. 100 |
| $30 – $100 | Rs. 2,400 | 18% | Rs. 100 | Rs. 200 |
| $101 – $200 | Rs. 6,000 | 18% | Rs. 100 | Rs. 200 |
| $201 – $350 | Rs. 8,800 | 18% | Rs. 970 | Rs. 1,800 |
| $351 – $500 | Rs. 12,000 | 18% | Rs. 5,000 | Rs. 4,000 |
| $501 – $700 | Rs. 17,600 | 25% | Rs. 11,500 | Rs. 8,000 |
| Above $700 | Rs. 17,600 | 25% | Rs. 11,500 | Rs. 16,000 |
Crossing the $500 mark pushes sales tax from 18% to 25% on the entire phone value, so even $1 over that line can add thousands of rupees. Passport-route travelers registering within 60 days of arrival are exempt from the income tax component.
PTA Mobile Tax Update (October 2026): What Changed and What Didn’t
Last reviewed 28 October 2026. Based on news reports and published guides; always confirm your phone’s exact figure on the official PTA/FBR pages.
- Rates were not cut in Budget 2026-27. Reports say the final Finance Bill left mobile phone taxes unchanged. A proposal to lower the sales tax on premium phones from 25% to the standard 18% did not make it in (CW Pakistan).
- Instalments are approved but not usable yet. The Finance Bill 2026-27 approved an instalment facility for PTA tax from 1 July 2026, but a 23 August 2026 report said the procedure (number of instalments, how to apply, eligibility) had not been issued. Do not pay anyone who offers instalments before an official process is announced.
- Tax is assessed and collected by FBR, not PTA. PTA registers the device after the duties and taxes are paid. There are no PTA registration counters at airports.
- Typical burden is high. Figures briefed to a National Assembly committee put the average effective rate at roughly 39.6%, from about Rs 1,500 on a cheap phone to about Rs 141,500 on a flagship (Technologistan). Treat these as a guide, not a bill.
How to Check the Tax on Your Phone
- Dial *#06# to get your phone’s 15-digit IMEI.
- Check the IMEI on dirbs.pta.gov.pk or in the PTA app, or SMS the IMEI to 8484.
- Use the link on the DIRBS site to see the FBR duties for your model. That figure is the one you pay; third-party calculators, including ours, are estimates.
Frequently Asked Questions
How much tax does PTA charge on a mobile phone?
PTA registration tax combines a regulatory duty, sales tax (18% or 25%), an income tax component for CNIC registrations, and a mobile handset levy. The total depends on your phone’s official customs value in USD, not its retail price.
Is PTA tax cheaper with a passport?
Yes. Registering via passport within 60 days of arrival exempts you from the income tax component (up to Rs. 11,500 in savings), while CNIC registrations after that window include it and may add an unpublished fine.
Why does the tax jump so much above $500?
The sales tax rate rises from 18% to 25% on the phone’s entire value once it crosses $500, not just the amount above it — a steep “cliff effect” that can add tens of thousands of rupees for a small price difference.
Where do QuickTaxPK’s tax figures come from?
Rates are based on PTA’s published DIRBS tax structure and FBR customs notifications for FY 2026-27, last reviewed on 22 September 2026.
What happens if I never register my phone with PTA?
An unregistered non-local phone will eventually be blocked from working on any Pakistani mobile network once PTA’s DIRBS system flags its IMEI, usually within a set grace period after the SIM is first inserted. The phone itself still works for WiFi-based apps and calls, but it won’t connect to any local cellular network until the registration tax is paid and the device is cleared — there’s no way around this once the block takes effect.
